Avoiding a government shutdown is two voting rounds. The first one requires a filibuster-proof majority of 60 votes. The GOP has 53 senators.
The negotiations thus far have basically been: Republicans: "Vote for our spending bill" Democrats: "Do we get any say in how the money is spent?" Republicans: "No" Democrats: "Will you promise to actually spend the money the way this, and prior bills, say?" Republicans: "Also no. We'll do whatever the fuck we want with the money, the law be damned." Democrats: "We don't think we can vote for this." Republicans: "Gawwwwd, why are you being so unreasonable?"
Ehh... it's every time this happens regardless of the make up of the chamber. It's an expectation at this point.
